The King and The Sword is the symbolism and the promise that was made between these boys that can be described as the bound and relationship between Ei Sei as King wielding the political power and Shin as soldier wielding the sword the military warfare, both are needed for the unification and simply can't be without each other, this was mostly seen in the anime when they made the promise and fist bumped each other. In the end of the anime's first season, 38th episode after Ou Ki's death, they both realized they needed each other now more than ever, Ouki's dream was that of uniting China along with Ei Sei and since Shin inherited the weapon he would become the king's only sword on the quest for unification. Ei sei inherited word of a great king, so he was the king(obviously).
